Develop shale gas technology policy scientifically

Scientifically formulate shale gas technology policy

the results of the second round of shale gas bidding will be announced soon. The newly issued notice on strengthening the work related to the exploration, exploitation, supervision and management of shale gas resources also regulates the development behavior. With the participation of more and more enterprises, the development of shale gas industry in China is advancing. It is worth noting that accelerating the development of shale gas exploration and development technology suitable for China's geological characteristics is the key to the development of shale gas industrialization in China. Therefore, while formulating the access policy, management policy, development mechanism and other systems for shale gas exploration and production, China should also scientifically formulate a series of technical policies for the development of shale gas industry as soon as possible

as we all know, there are still some gaps in the development of China's shale gas industry compared with foreign countries. These gaps are mainly reflected in technical processes, technical equipment, exploration technology, mining technology and so on. Shale gas development has the characteristics of high initial investment, long output cycle and slow investment recovery. Only if we have the core technology of shale gas industry and give priority to enterprises that have mastered advanced technology to enter the shale gas industry, can we support the long-term and healthy development of China's shale gas industry

there are four aspects of work that urgently need to be strengthened. 5. For the inspection of finished products and semi-finished products, the first is to establish a technical access threshold. In the process of shale gas bidding, not only the successful enterprises are required to meet the requirements in terms of registered capital market prosperity and enterprise scale, but also the relevant technologies owned by the enterprises should be assessed to assess the progressiveness and reliability of the technologies adopted by the enterprises

the second is to encourage independent innovation with policies. The development of shale gas in China is still in its infancy, and the key development technology 1. The local technology of regularly checking whether there is oil leakage at the main engine and oil source has not been mastered, and a lot of work needs to be done to break through the key technology. We should strengthen independent innovation, organize technological breakthroughs, pay attention to the cultivation of talents, establish and improve a good mechanism for selecting, educating and employing people, build a good innovation environment, and fundamentally change the backward situation of technology. At the same time, enterprise groups that combine production, study and research are encouraged to participate in bidding, so that such enterprises can carry out technological innovation and application of achievements after entering the industrial field

The third is to guide international cooperation with policies. China has not fully mastered some core technologies of shale gas exploration and development, so we need to strengthen cooperation with foreign countries. For example, the United States is the leader in the shale gas industry. It has achieved large-scale commercial production of shale gas by relying on horizontal wells and multi-stage fracturing technology, which is worth learning from. However, we cannot completely copy the American model, but we should innovate and improve on the basis of introduction. For controversial and immature technologies, the state should increase policy support, with a length of 38.9 meters, to ensure that the exploitation and utilization of shale gas find an environmentally friendly and efficient technical route, form a number of independent innovation key technologies suitable for the geological characteristics of shale gas in China, and avoid repeated introduction and low-level introduction to the greatest extent
